L’ONU adopte l’obligation de justifier tout veto sur fond de blocage russe sur l’Ukraine
L’Assemblée générale des Nations unies a adopté mardi par consensus une résolution obligeant les cinq membres permanents du Conseil de sécurité à justifier leur recours au veto, une réforme rare saluée par des applaudissements et qui a été relancée par l’invasion de l’Ukraine par la Russie. Ciblant directement les Etats-Unis, la Chine, la Russie, la France et le Royaume-Uni, seuls détenteurs du veto, la mesure proposée par le Liechtenstein a vocation à leur « faire payer un prix politique plus élevé » lorsqu’ils y auront recours, résume un ambassadeur d’un pays n’en disposant pas et demandant à garder l’anonymat.
La réforme poussera-t-elle les cinq membres permanents à moins utiliser le veto prévu par la Charte des Nations unies ? Ou aura-t-elle un effet incitatif à en provoquer sciemment davantage contre des textes d’emblée inacceptables ? L’avenir le dira. Certains pays pourraient pousser les Etats-Unis à utiliser leur veto sur des textes liés à Israël. De l’autre côté, Washington pourrait mettre au vote au Conseil de sécurité un projet de résolution renforçant les sanctions contre la Corée du Nord, en discussion depuis plusieurs semaines maintenant, en sachant pertinemment que Moscou et Pékin y mettraient leur veto. Avancée pour la première fois il y a deux ans et demi, la réforme prévoit une convocation de l’Assemblée générale « dans les dix jours ouvrables suivant l’opposition d’un ou plusieurs membres permanents du Conseil de sécurité, pour tenir un débat sur la situation dans laquelle le veto a été exprimé ».
Transnistrie : la Moldavie appelle au « calme » et renforce sa sécurité
La présidente de la Moldavie a annoncé cet après-midi des mesures pour renforcer la sécurité de ce pays frontalier de l’Ukraine, après une série d’explosions dans la région séparatiste prorusse de Transnistrie.
« Il s’agit d’une tentative pour accroître les tensions (…) Nous appelons nos concitoyens à rester calmes et à se sentir en sécurité », a déclaré la présidente, Maia Sandu, après une réunion du Conseil suprême de la sécurité.
La présidente pro-européenne moldave a, en outre, annoncé un renforcement des patrouilles aux frontières et des contrôles dans les transports, notamment le long du fleuve Dniestr, qui sépare la Moldavie du territoire séparatiste de Transnistrie. Elle a également appelé à augmenter le niveau de préparation des organes chargés de l’ordre public.
Les Etats-Unis durcissent le ton contre la Russie
Deux prises de parole, cet après-midi, montrent un durcissement du ton de Washtington vis-à-vis de Moscou.
Devant la commission des affaires étrangères du Sénat américain, le secrétaire d’Etat américain, Antony Blinken, a déclaré n’avoir « pas vu de signe jusqu’ici que le président Poutine soit sérieux à propos de négociations significatives ».
Les Etats-Unis soutiendront les autorités ukrainiennes dans leurs efforts diplomatiques pour négocier un accord de paix, a ajouté le chef de la diplomatie américaine, expliquant que « notre objectif est de nous assurer qu’elles ont la capacité de repousser l’agression russe et, en effet, de renforcer leur position à une éventuelle table de négociation ». Depuis le début du conflit, Kiev et Moscou s’accusent mutuellement de ne pas respecter leurs engagements pris lors des négociations, notamment concernant les cessez-le-feu et la mise en place de couloirs humanitaires.
Une quarantaine de pays se réunissent, mardi, en Allemagne, à l’invitation des Etats-Unis, pour renforcer la défense de l’Ukraine qui, selon le ministre de la défense américain, Lloyd Austin, « peut gagner » face à la Russie, si on lui en donne les moyens.
La Russie a assuré, lundi, vouloir poursuivre les négociations de paix avec l’Ukraine, tout en avertissant du danger « réel » que le conflit dégénère en troisième guerre mondiale.
L’armée russe a déclaré avoir frappé une centaine de cibles en Ukraine, lundi, notamment des installations ferroviaires dans le centre du pays, faisant cinq morts et dix-huit blessés dans la région de Vinnytsia.
A l’est du pays, l’armée ukrainienne a affirmé, lundi, avoir repoussé une série d’attaques dans le Donbass, où de nombreuses localités, comme Roubijne, sont quotidiennement bombardées.

Le groupe russe Gazprom va suspendre à partir de demain ses livraisons de gaz vers la Bulgarie, a annoncé ce soir le gouvernement bulgare, évoquant son refus de se plier aux nouvelles exigences du fournisseur.
« Aujourd’hui, Bulgargas EAD a reçu la notification que les livraisons de Gazprom Export seront suspendues à partir du 27 avril 2022 », a déclaré précisément le ministère de l’économie dans un communiqué, alors que ce pays des Balkans est fortement dépendant du gaz russe.
Gazprom arrête les livraisons du gaz à la Pologne par le gazoduc de Yamal
La compagnie polonaise PGNiG a déclaré en fin de journée avoir été informée par le géant pétrolier russe Gazprom de l’arrêt de ses livraisons de gaz par le gazoduc Yamal à compter de demain matin. Les données des opérateurs des réseaux gaziers de l’Union européenne montraient dès aujourd’hui des flux réduits par ce gazoduc reliant la Biélorussie à la Pologne.
La compagnie polonaise fait savoir qu’elle entendait prendre des mesures pour rétablir ces livraisons de gaz d’ici à la fin de l’année, date du terme du contrat, et qu’elle ne le prolongerait pas. Pour elle, cet arrêt constitue une violation du contrat la liant à Gazprom, ce qui lui donne le droit de demander des indemnités.
