MONDE/ POLITIQUE : HRW interpelle l’Algérie sur l’incarcération de sahraouis opposants par le Front Polisario
L’ONG de défense des droits de l’Homme, Human Rights Watch, a dénoncé, lundi 15 juillet, la mise en détention par le Front Polisario de trois opposants alors que le juge d’instruction enquête sur une possible trahison et autres charges à leur encontre, interpellant l’Algérie pour « garantir le respect des droits humains à l’intérieur de ces camps ».
« Entre le 17 et le 19 juin 2019, les autorités Sahraouies ont arrêté trois hommes – les activistes Moulay Abba Bouzid et Fadel Mohamed Breica, et le journaliste Mahmoud Zeidan. Breica détient également la nationalité espagnole », indique HRW, précisant que « les trois hommes sont connus comme dissidents dans les camps de réfugiés. Tout en prônant la résistance à l’occupation du Sahara occidental par le Maroc, ils ont publié au cours des derniers mois de nombreux statuts sur Facebook critiquant sévèrement les dirigeants du Front Polisario ».
« Les autorités sahraouies devraient établir de manière crédible que Bouzid, Breica et Zeidan pourraient avoir commis des actes véritablement criminels, et pas seulement avoir critiqué pacifiquement le Front Polisario », a déclaré Lama Fakih, directrice adjointe de la division Moyen-Orient et Afrique du Nord à Human Rights Watch. « En l’absence de preuves d’activités criminelles, les trois hommes devraient être remis en liberté », a-t-elle affirmé en outre.
« Au 15 juillet, les trois hommes étaient détenus dans la prison de Dhaibiya près du camp de Rabouni, siège du gouvernement du Front Polisario près de Tindouf, en Algérie », précise l’ONG, qui ajoute que le frère de l’un des détenus a affirmé que ce dernier « n’a été autorisé à quitter sa cellule qu’une seule fois et a été interrogé à de multiples reprises les yeux bandés et les poignets menottées ». Le détenu Bouzid aurait également affirmé que « ses interrogateurs avaient tenté de le contraindre à signer des aveux écrits », indique Human Rights Watch.
« S’il est avéré que des agents de sécurité ont interrogé Bouzid et Breica alors qu’ils étaient menottés et avaient les yeux bandés, et qu’ils les ont menacés ou intimidés pour leur extorquer des aveux, cela compromettrait gravement l’exigence du droit international selon laquelle les aveux doivent être faits volontairement », a affirmé l’ONG.
« Il incombe à la RASD, qui administre les camps de réfugiés, et à l’Algérie, pays qui les accueille et où sont détenus les trois hommes, de garantir le respect des droits humains à l’intérieur de ces camps », a interpelé Human Rights Watch.
« L’Algérie ne peut pas sous-traiter la protection des droits humains sur son territoire, et fermer les yeux si le Polisario les viole », a déclaré dans ce contexte Lama Fakih.
